Peking, November 23, 1906. WITH reference to my telegram No. 225 of yesterday's date, I have the honour to forward to you herewith copy of a despatch which I have received from the Acting British Consul at Newchwang, reporting on the progress of the Chino-Japanese negotiations respecting the rendition of that port to the Chinese Government,

Newchwang, November 19, 1906.

I HAVE the honour to inform you that Taotai Liang Meng-ting arrived here on the evening of the 14th instant, and is now negotiating with the Japanese authorities the details for the rendition of Newchwang.

Mr. Segawa, the Japanese Consul, informed me that the Japanese negotiators are Mr. Abe, Secretary of the Japanese Legation, Peking, Lieutenant-Colonel K. Yokura, the Military Administrator of Newchwang, and Mr. Segawa himself. He proceeded to state that the main points had already been settled in Peking, and that the handing over should take place on the 1st December. The negotiations here must, he added, be concluded by that date, but both sides have agreed to keep the details of the final Agreement secret.

Taotai Liang has just called on me, and stated in conversation that the negotiations were progressing smoothly that he found the Japanese very reasonable, and that the 1st December was fixed for the handing over. The question of the Japanese settlement, however, had not yet been alluded to, and he thinks it must have been arranged in Peking, as he was only concerned with the taking over of the town of Yingkow itself.
